FCC cracks down on cable TV ‘junk fees’

The new junk fees rule requires cable and satellite TV companies to list “all-in” prices to consumers in their billing and marketing materials — including any miscellaneous fees, such as those related to sports programming or local broadcast channels. Between 24% and 33% of the typical consumer’s bill can be attributed to fees, consumer advocates told the FCC. In a separate move last year, the FCC proposed banning certain cable fees altogether, including early termination fees that the agency says hinder competition and prevent customers from easily switching providers. (AP) — The U.S., Canada and several indigenous groups announced a proposal on Monday to address the pollution from coal mining in British Columbia that's been contaminating waterways and harming fisheries on both sides of the border for years. The proposal would be executed through a century-old U.S.-Canada boundary waters treaty, establishing independent boards to study the pollution’s extent and make cleanup recommendations. It comes after indigenous groups in British Columbia, Montana and Idaho lobbied for more than a decade for the federal governments in the U.S. and Canada to intervene and stop the flow of pollution. The proposal calls for no more than two years of study to gauge the extent of pollution. Investigators in Canada found Teck Resources Limited discharged hazardous amounts of selenium and calcite from two coal mines north of Eureka, Montana.

The artist Joel Hernandez, 39, first worked with papier-mâché as an 8-year-old, soon after moving from Mexico to rural Indiana. CNN —At least 49 bodies were found at the site of a gun battle between tribes in Papua New Guinea’s remote highlands, police told CNN Monday, in a gruesome escalation of hostilities in the country. Those killed were believed to be warring members of the Ambulin and Sikin tribes who were armed with “military style” automatic weapons, according to Enga Province Police Commander George Kakas. It is home to hundreds of tribes across the archipelago’s remote terrain where tribal feuds often stem from land and wealth disputes. Hostilities between the Ambulin and Sikin tribes began in 2021 over a piece of land and has since spiraled into a constant cycle of violence, Kakas said. Members of the Amublin tribe had “got wind of the Sikin staging an attack early in the morning, so they were waiting for them – setting up an ambush,” Kakas told CNN.

It was the winter of 2021 when Philbert Shorty’s family found his abandoned car stuck in the mud outside the small community of Tsaile near the Arizona-New Mexico state line. Generations of unaddressed trauma combine with substance abuse to create a dangerous recipe that often ends in violence, and law enforcement resources and social support programs are too sparse to offer much help. Like others, Shorty's family now knows the suffering will linger despite the increased emphasis on solving such crimes. Her group has conducted dozens of individual searches, and she has helped to build bridges between families and law enforcement to help families avoid feeling like their cases are falling through cracks. “Even if (law enforcement) would just talk to the families, say, `We don’t have anything yet but we’re still working on it,' it would help," she said.

At least 53 people were killed in fighting in the remote highlands of Papua New Guinea, where deadly violence between more than a dozen tribal groups has been escalating, a senior security official said. George Kakas, the Royal Papua New Guinea Constabulary acting superintendent, told the Australian Broadcasting Corporation that the death toll from the incident in Enga Province was likely to rise. “These tribesmen have been killed all over the countryside, all over the bush,” Mr. Kakas told the broadcaster. “Police and defense forces have had to go in to do their best to quell the situation at their own risk.”Bodies were found across a field, along roads and near a river, Mr. Kakas said. Video footage and photos shared on social media, whose authenticity could not immediately be confirmed, showed dozens of bodies piled onto the back of an open truck.

Churachandpur, home to the Kuki-Zo community, was among the first areas in the state to witness ethnic clashes when violence first erupted in May. About 400 people stormed the district police chief's office at around 7.30 p.m. (1400 GMT), demanding the order be revoked. The official said about 25 people were injured, and were being treated in hospital. The Indigenous Tribal Leaders' Forum (ITLF), an apex tribal body, warned district police chief Shivanand Surve, who had issued the suspension order, to leave Churachandpur within the next 24 hours.

(AP) — Evelyn Jefferson walks deep into a forest dotted with the tents of unhoused Lummi Nation tribal members and calls out names. “It took us eight days to bury him because we had to wait in line, because there were so many funerals in front of his,” said Jefferson, crisis outreach supervisor for Lummi Nation. Against the backdrop, tribes such as the Lummi Nation, about 100 miles (161 kilometers) north of Seattle, say the proposed funding — while appreciated — would barely scratch the surface. In September, Lummi Nation declared a state of emergency over fentanyl, adding drug-sniffing dogs and checkpoints, while revoking bail for drug-related charges. But truly thwarting this crisis must go beyond just Lummi Nation working on its own, said Nickolaus Lewis, Lummi councilmember.

WASHINGTON (AP) — The Biden administration is setting tougher standards for deadly soot pollution, saying that reducing fine particle matter from tailpipes, smokestacks and other industrial sources could prevent thousands of premature deaths a year. Soot pollution has declined sharply in the past two decades, even as the U.S. gross domestic product has increased by more than 50%, Regan said. Bakersfield tied with Visalia in California's San Joaquin Valley as the most polluted city for year-round particle pollution. Wildfires in the western U.S. were a major contributing factor to increased levels of particle pollution, the report said. Six of the 10 cities with the most soot pollution were in California, and two more were in the West: Medford, Oregon and greater Phoenix.

The White House is pressing Congress to extend a subsidy program that helps one in six U.S. families afford internet and represents a key element of President Joe Biden's promise to deliver reliable broadband service to every American household. “It seems to be a bipartisan issue — internet access and the importance of it,” Johnson said. Biden has likened his promise of affordable internet for all American households to the New Deal-era effort to provide electricity to much of rural America.
